You are absolutely right. The problem is, that I do not have a Model of the Nebula with Sensormodule. Only a Model with Torpedomodule. So.... ;-)

The Phoenix had a different pod than the one shown there. It looks more like the Sutherland in 'Redemption, Part II'.

Picard also knew when they found out that simple science ships and cargo ships interfere with scanners.

Maxwell was right about the Cardassians, but after the Borg invasion the Federation wasn't ready for another sustained conflict.  And Picard was trying to keep the peace as well knowing what the real costs of war are for both sides. 

Besides even though Maxwell was right, he was emotionally compromised when his family was killed, in which Starfleet order 619 would come into effect if his first officer had the balls to step up.
